OK - hadn't understood that, although it's obvious when you explain it.   
I'm still stuck with trying to verify this, though.  It does look like  
2.13.30 produces different output than 2.12.3 for some page-turn examples,  
but I've not got the skill to say whether this fix has fixed  
the "Page_turn_engraver refuses to break at R1*12, crams notes and produces  
blank page in the middle of score" because this example still has that  
behaviour, \allowPageTurn or no.
