I'm currently away from a computer with a recent lilypond build, so I can't  
verify it with the latest commits.

But my initial problem was that after the title page, lilypond tried to  
cram all notes either into 2 pages (i.e. no page turns after the title  
page), making the notes uncomfortably close to each other (so that e.g.  
ledger lines basically overlapped with bar lines, or the stems almost  
touched the bar lines). It would NEVER break at the R1*12. If I added more  
measures with notes before or after the R1*12, then at some point, lilypond  
would finally be unable to cram any more notes on the page, and then it  
would break at the first R1*4, insert an EMPTY page, and NOT break at the  
R1*12, which would be a perfect spot to break the pages.
