Aah, sorry.

I thought this was a bug because if we comment the \change Staff in
胡海鹏 - Hu Haipeng's score the "couldn't fit music on page" error
vanishes.
And I was sure I got the "couldn't fit music on page" with the minimal
example I provided (I also use 2.13.30).  But I compiled this again and
I get no errors.
I must have taken the wrong buffer, sorry.

I'll look further into this and maybe submit a better report.
