This is true, but a critical issue still remains as
lilypond-book in the MinGW release is still currently
unusable.  See the discussion here:
http://lists.gnu.org/archive/html/bug-lilypond/2010-08/msg00537.html

It seems the bug squad haven't picked this up and
opened a new issue yet.
