Guile V2 Base code - Part 1 (ice-9 syncase)

Some modules previously needing to be included by (module-uses) in V1.8 are  
now available by default in Guile V2.0. One such module (ice-9 syncase).

Add these modules conditionally during Lilypond initialization if we  
Lilypond is running with Guile V1.8.  This allows us to write  
forward-portable code during the cut-over when Lilypond supports both  
versions of Guile.

Footnote, solving the problem currently blocking Lilypond startup with  
Guile v1.9.11 is in ly_syntax_constructors and requires us to use this  
module.
