I get other broken links, like from out-www/offline-root/Documentation/web/manuals.de.html to "<a href="../essay-big-page/index.de.html#top">Aufsatz</a>". If we can avoid copying some HTML files English docs (as it might be the case with the essay, and it must be the case with the glossary), we should also find a way to direct users, so I'm thinking of reworking @ifWebLinks stuff.

I deliberately broaden this issue, but in order to know what is going on with the original report, the whole create-weblinks.py/@ifWebLinks/web_post.py should be checked for both offline and online target, and normal vs. website-only builds, hence the title.
