Uh, your description of the example does not make me confident that you
did understand what I have been trying to say. If I take the artistic
liberty of using the horizontal whitespace in a line to symbolize the
vertical filling of the page, the objectionable (default) behavior is
system system system|(end of page 1)
system system system|(end of page 2)
system system |(end of page 3)
