The new policy for convert-ly is here:

However, if a programmer made a syntax change on master, and a translator
did a lot of rewriting in syntax-changed section, there could be a merge
conflict. The obvious way to fix it would be to run the old translated
docs through convert-ly, so I should explain how to do this in the CG.
