I tried following up in ly/grob.cc where the offset calls start from.  At  
the time of the call, the parent is not null.  But at the time of the  
delayed evaluation, it apparently is null.  I assume this is what Neil  
meant when he said it wasn't available from the engraver.

I suspect that one of the above patches is the best we can do, at least for  
now.
