Okay, to verify this issue, first install the "Khmer OS" font. You can
download the font by clicking the "KhmerOS_.ttf" link located on this page:
http://sourceforge.net/projects/khmer/files/Fonts%20-%20KhmerOS/KhmerOS%20Fonts%205.0-%20LGPL%20Licence/
After installing the font, run LilyPond 2.13.40 or greater on the attached
file.
Verify that the rendered glyphs look identical to the image I posted in
comment 2 above.

In addition, before verifying, I would double (or triple) check that the
KhmerOS font is loaded correctly when compiling the file; many Khmer fonts
I've tested are not affected by this particular bug. You can check by
running
lilypond --ps test.ly
In the resulting file (test.ps), look for a line that says
%%DocumentSuppliedResources: font KhmerOS
If you find the above line in "test.ps", the KhmerOS font was installed
correctly, are you're good to go. If not, make sure you installed the
right font (KhmerOS_.ttf).
