In English, the rule would be : All items that take up space in note-spacing shall remain outside a 1-staff-space perimeter of "non-musical" things like key signatures and bar lines (i.e., things in a NonMusicalPaperColumn).
Images show the results.The music with ledger lines has very tight spacing forced on it. It is indented to show the limit of how tightly we want Lilypond to pack notes before giving up and pushing the line past the right margin.
The Lyrics show a side effect (maybe good) of having such a general rule. If Lyrics get close enough to a bar line they "catch" it. This only happens with things that can influence note spacing, not tempo marks and such.
