Compared to our other bugs?  No, not at all.  I'd call it "low",
actually.

The answer to "we have lots of bad bugs" is not to make every bug
high-priority.  The answer is to join the Frogs and start fixing
ones.  I mean, this issue even has an existing patch!  and IIRC
the only thing the patch needs is
  if (not locale):
    return blah
or something like that.
