You've got the lyrics in a sequential block with the music, rather than in a
parallel block.

\new Staff {
  <<
     \relative g' {g1}
     \addlyrics { milk }
  >>
  <<
     \relative g' { c2 g }
     \addlyrics { su- gar }
  >>
}
