Probably it's a mistake. This is historical; I don't think there has ever
been an authoritative citation on this beaming rule.
Based on your score review, should it be no exception, or
hemidemisemiquavers (64th notes)?

This is probably based on historical code. Clearly the definition of
baseMoment is unnecessary in these two places.
I'll fix this at the same time I fix the 12/8 beaming.
