The discussion concerns whether to
1) do not try to avoid stems (previous behavior, which would un-fix issue  
795) or
2) build a list of intervals to describe where a beam may not go, then  
thread the beam between those intervals.

Another choice would take advantage of the patch for mysterious issue 1600
3) make the default Beam #'collision-voice-only = ##t
Despite its description, this does cause beams to avoid the noteheads in  
another voice, so issue 37 remains fixed.

I would probably favor (3) for 2.14 if I understood it.  Until I am  
enlightened, I will favor (1).
