This is a desired consequence of the new spacing engine.

Staves are spaced, and then non-staff contexts are squeezed in as possible.

When non-staff contexts collide, the appropriate response is to increase  
the spacing to make enough room.  In this case, the system-system-spacing  
should be increased.
