The code had a TODO comment about including the user-requested 'padding'  
between systems when deciding how much to spread out nonstaff lines.

This patch honors system-system-padding, markup-system-padding,  
score-markup-padding, when placing Lyrics and NoteNames and such :

It continues to follow the rules Carl outlined above.  If you have lots of  
Lyrics lines and/or request a tight spacing between staves, then the Lyrics  
will be crowded closer to their staff.  With this patch, though, you get  
the padding and minimum-distances you asked for.
