The MIDI output from version 2.12 was not completely correct, either (the notes change volume a millisecond after the attack) so I have not marked this as a regression.

Also, Dynamic_performer is part of Voice context in 2.12.3. From the name alone, I would suppose that Dynamic_performer implements dyanmics, independently for each Voice, so this example may have worked accidentally in 2.12.3.
