Tie_engraver should only be able to draw a tie when it can get enough room for it to show up. If you merge this issue, it should at least get the priority medium (not low like issue 298). As it "produces aesthetically poor output in a situation which could be expected to crop up frequently in real-world music" it might even get a "high" IMO.
