I agree with you, except for one thing: I don't think the fudge should be
positive [Janek: i suppose you mean negative?] for smaller fonts
and should be null for 20.
I prefer :
25 : as the current one
20 : with a small amount. Less than it currently is, but more than 0.
11 : 0 would be nice.

I tried something like this and the results were not pleasing. Did you print these examples or just watched them on screen? In my first try the fudge was like you described, but when i printed it i was surprised by the results: there was very little improvement over the original glyphs. Take a look at breve15 example: when *zoomed on screen*, it seems a bit unpleasing because there is a small gap between lines and notehead. However, when you print it, there is no gap, even when watched through a magnifying glass! Even a 2400 dpi printer was not precise enough to show it. Lower resolution printers (and i don't think we should expect avarage users to have more than 1200 dpi resolution) will obscure it even more; with fudge values bigger than what i suggested, low-resolution printout might in fact be not very readable despite increased line height (h).
