\partcombine doesn't handle quoted notes properly

\partcombine doesn't appear to work correctly with quoted music.
In the attached example, bar 1 of the bottom staff is correctly marked
"Solo", but bar 2 should have double stems or "a 2" to make clear that both
flutes are playing. Am I doing something wrong, or is this a bug?
FWIW, if bar 1 of flute 1 is replaced with more of the violin quote, the
notation is correct.
