James is working on that section for issue 1811, the issue that \new Voice 
needs to be entered explicitly sometimes.  I asked him to cover quoteDuring 
as well.

The issue about \partcombine missing quoted notes, I added as
http://code.google.com/p/lilypond/issues/detail?id=1823

(I /thought/ I had seen this reported before, but could not find a tracker
issue, neither fixed nor open.)
