imo it should be possible to use a compatible variable/parameter - maybe
"next-line/staff" or "line-line-spacing" or even "inter-line-spacing" ? - to
specify this.
I think it should be done by allowing system-system-spacing (and
friends) to be set either in paper or layout block, with appropriate
scope.
