1. contributor does git pull -r
2. contributor pushes
3. contributor looks at VERSION in his git tree
4. contributor writes "fixed_(MAJOR_VERSION)_(MINOR_VERISON)_(PATCH_LEVEL)"
on the tracker, where values of () come from VERISON.
