Because all patchy does is make sure that patch can be applied,
the binary compiles and the regtests don't look stupid?

We've had... oh, about 10 patches in 2011 which could not be
applied to master.  That's not a silly test.  We've had between 30
and 50 patches which did not compile.  That's not a silly test.
And we've had about 100 patches which produced huge and obvious
problems in the regtests.  That's not a silly test.

That's something the human reviewers should look at.
