http://code.google.com/p/lilypond/issues/detail?id=1264input/regression/define-event-function.ly works. There is no official name for the (now trivial) subtask used for illustrating this issue.
As I understood it, the issue was not "there is no command \dynamic" but rather "there is no way to define a command like \dynamic".
There is a way now, it is documented, and it is verified in input/regression/define-event-function.ly.
Depending on whether we want this trivial functionality predefined or not, this issue can be changed to frog status (if one predefines it, the docs need to be added, but all the non-documentation problems are solved), declared invalid, postponed or fixed.
I suppose that's up to bug meister and/or issue creator.
