At least from a (well, "my") user perspective this is very desirable.
I know some people wearing glasses who prefer their scores to be in
bigger (global-)staff-size. It would be so convenient to be able to
do it in command-line with a syntax like the one for paper-size!
The way given by Francisco (and yourself) have some severe drawbacks
compared to the "like paper-size" way. You need to add something in
your .ly file and the argument -e'(define-public mySize 14)' is
_mandatory_ if you want to compile the file, i.e. it is impossible to
compile the file "normally" (lilypond without any argument) anymore.
