to create the website exactly as it is on lilypond.org, you need a clone of
  https://github.com/gperciva/lilypond-extra
and then point that environment variable at that directory.  This allows
  make website
to copy the images/pdfs/etc from that shared location.

This is Critical because it stops good developers from working.
