This sounds good to me.  Anybody on windows who wants to use the
command-line should be able to follow some simple instructions to
add it to their PATH; we do the same thing for OSX users anyway.

Certainly when it comes to closing the Critical issue, I think
that's the simplest thing to do.  If people want to play with
safely adding/removing stuff from the PATH, they can do that as a
non-Critical issue after 2.16 is out.  :)
