In 2.14 and earlier, sixteenth or shorter notes that were partial beats were beamed outside of the beat in order to minimize flags sticking out.

This led to what some users called incorrect beaming.

The beaming was adjusted to always beam by the beat. THis led to other users claiming incorrect beaming.

I can find no references in the engraving literature that indicates beaming should be shifted away from beaming by the beat. But the examples shown by the users look better to me than the strict beam-by-the-beat rule.

And examples of well-engraved scores show the same beaming as the previous lilypond beaming.

Therefore, it appears that a context property should be set to allow the user to choose whether or not to follow strict beaming by the beat.

I have a plan for a patch, and hope to post it shortly. The patch in comment 2 is wrong and is still abandonded.
