If you replace "top-margin" by "top-margin-default" it works.
But of course this issue (regression?) is totally valid!

I do not understand why many paper settings have been replaced by
"same-name-default" in ‘ly/paper-defaults-init.ly’.
Is it for automatic scale depending on paper size?  IIRC that does not
work for several of them and it is not properly documented in the NR.
