If you're talking about Patchy's test-patches.py, then yes.  If
you're talking abotu Patchy's staging-merge, then no.

I think Mike did the right thing in adding this issue.

I agree; it would be nice to suppress sending emails for Patchy
updates to issues.  The GUI has that functionality, so I'd imagine
that it's in the python API as well.
