Strictly speaking, it is this particular patch that is blocked on 2303, not  
the issue in itself.  It would be straightforward to create a somewhat more  
complex patch fixing the issue without requiring 2303, but since this is an  
example for how to do things, it is nicer if it can be written simpler.
