I followed these steps:

1. set language to de (in the local environment variables)
2. opened a shell
3. set lang to verify language is really german
4. run convert-ly -f2.10.0 -t2.15.33 test4.ly

.. and then I got the *English* messages:

convert-ly.py: Processing `test4.ly'...
Applying conversion: 2.11.2, 2.11.3, 2.11.5, 2.11.6, 2.11.10, 2.11.11, 2 ...
Not smart enough to convert \put-adjacent argument order.
Axis and direction now come before markups:
\put-adjacent axis dir markup markup.
...

I even rebooted to make sure the local variable was accepted...

has convert-ly ever run as non-English version?
