The s1*12 is not suitable for context definitions and would result in a complaint.
It looks like I am getting confused myself: the latest work on this patch series is for making output definitions more powerful. But the topic of the issue was music in contextmods (basically being able to omit \settingsFrom for most purposes).
Of course, for this to feel "natural", things should go hand in hand (and the patches depend on each other, so getting everything through reviews step by step would take eternities), but there probably is still more in this issue than proper.
I am putting the whole thing so far up as the branch dev/musicmods. It should not affect working functionality, so it probably can be committed as a whole series.
Look at it, say, at http://git.savannah.gnu.org/gitweb/?p=lilypond.git;a=log;h=refs/heads/dev/musicmods or just fetch it for looking.
