new lilypond-auto mailing list

We have a new mailing list for automatic messages.  No human
emails are allowed; only whitelisted email addresses can send to
the list.

Scripts whose output should be sent to this list include:

- patchy staging-merge (both success and failure messages)
- summaries of regtest survey reponses (possibly?)
- statistics about bug-lilypond response rates (possibly?)
- automatic countdown finished messages (the beginning of
  countdowns will be sent to -devel as well)
- all code.google.com tracker issues

The last item may take people by surprise.  Historically, we have
kept tracker issue updates on bug-lilypond and simply expected
people to set up email filters.  However, after a few years it's
clear that email filters are not understood by all volunteers.  We
simply cannot afford to raise the bar for the bug squad, nor can
we afford to keep on wasting volunteers' time sorting through
email manually.  Therefore, in a week or so I'll switch the
tracker issues to lilypond-auto instead of bug-lilypond.

The reply-to headers for -auto are set to -devel.
