please don't add issues to tracker for an hour

Hi all,

i'm adding a multi-issue bug report to our google tracker.  To
cross-link it correctly i need to know, before posting, what issue
numbers will my report get.  So, please don't add new issues to the
tracker for an hour (until 18:30 UTC), neither directly nor using
git-cl.
