you can try 

      \overrideTimeSignatureSettings
      2/4 % timeSignatureFraction
      2/4 % baseMomentFraction
      #'(2) % beatStructure
      #'() % beamExceptions
      \time 2/4

but this depends  on the version (I'm using 2.15.40) - please consult the
manuals : there's also a link there to the file in LilyPond where these
settings are defined for all timings.
