Windows shell quoting. It's a known bug.

It's a different command line option but I think you and I have been
here before:

which resulted in:

and that tracker has status Accepted i.e. it is waiting for someone to work on 
it.

James contributed to that thread here:

and he pointed out that there is some advice here:

under the section for the --evaluate option.
