The "8" is another grob, so ofcourse same behaviour in 2.12.3 and 2.14.2
Try:
\new Staff = testStaff
\with {
\override OctavateEight #'transparent = ##t
\override Clef #'transparent = ##t
}
{ \clef "treble_8" c4 }
