AFAICS Ubuntu just imports whatever's in Debian Sid at the time they make their 6-monthly fork.
In principle they can pull in an updated package from Debian (they've done this for other packages in response to bug reports), but as there's no maintainer to nudge and the upcoming Ubuntu 12.10 is now in pre-release freeze, it looks like Ubuntu will be stuck with 2.14 until the Ubuntu 13.04 release.
