Bug squad members are basically administrators, not programmers or power
users. Without further information and sufficient knowledge to deal
with a (perceived) problem successfully, they will (and should) create a
tracker item. Not everything is worth getting a tracker item.
I don't see anything wrong with replying right away. If the original
poster does not answer back after a reasonable amount of time and the
bug squad member in duty is not sure the item has been dealt with, he
can either create a tracker item or ask back on the list whether this
problem is considered resolved.
So there is nothing wrong with answering whenever you find something
worthwhole to say.
