Most of the cross-references between manuals are broken in the
translated documentation, split version.

Do you think this is a new 2.17.21 problem, or has it been around a while?

OK. Since I had a number of tarballs on my disk, I checked some of them.
Cross references were worked well with 2.12.3 (new design), either LM->NR, NR->LM, NR->Snippets, NR->IR. The next I have is 2.13.45 and LM->NR is KO as well as NR->Snippets, but NR->LM and NR->IR work both.

Note that all cross-manual references do work well with "big-page"; the problem only occurs with split manuals.

I'll try to narrow this large window (slowly because of my box's power) and let you know.
