LilyDev packages not pre-installed

I installed LilyDev to work on some source code.
Followed the instructions provided in the Contributor documentation.
When I ran the prescribed build prep commands
(in section 2.3 of the contrib docs) the output was

> ERROR: Please install required programs:  lh CTAN package 
(texlive-lang-cyrillic or texlive-texmf-fonts)

I was able to use apt-get to install the texlive-lang-cyrillic to complete
the build prep and execute the make command. 
The issue is that this should theoretically already be installed if needed.
