I don't see what's "suspicious" about it.  Sure, one of the bugs
manifested only in certain situations, yes.  It is not unique in that
regard.

There were several changes.  I don't know what you need to research, but
the sources that went into our bug-fix rebuild are on our branch:
svn://tug.org/texlive/branches/branch2013.  You can get the facts
(sources, logs, ...) there.

As I recall, one of the problems was when <config.h> was included.  If
it wasn't included first, the resulting problems were fairly random :(.
