Short version of a long story: It _might_ not be strictly
necessary, but it is all tied up with some code to enable
modern editions of mensural notation to be published in a
choice of original or fractional note values. The same thing
that led to bug 3560.
I fear that, as I drive pitons into
lilypond's learning curve, I might not be doing things
optimally or, as in this case, even correctly. But from this
vertiginous perspective, part way up the rock face, advance is
less frightening than retreat :)
