Yes, and I find it inacceptable to base the website language on the browser language. Concretely: I am German, and naturally my browser is set to German. But I want to read lilypond.org or its manuals in English, and for that I would have to set my browser language to a different one each time before visiting lilypond.org. Or clicking on the manual page language each time.
Personally I don't like at all that way of the "service" thinking for me, guessing what is best for me. But I'd be content with the possibility to switch the functionality off manually, i.e. by explicitly selecting a language which should then be remembered at least for the time of my current visit.
