I believe the song is an English translation of "Es waren Hirten zu
Bethlehem" by Christian Palmer.  The hymnal I have doesn't credit any
composers and I can't find a complete score online.

I have found some other examples.

The following are even more interesting because they do not fit what I
was calling logical above based on the plain durations of the notes
because of a switch from simple to compound meter.

As these three are all written by the same man, I suspect there are
