I thought I remembered the change that caused this, so I added
with a link back to the cause.
The workaround is easy (below) but probably the explicit "add" should be 
default output, with the brief option available to those who want it

  \new ChordNames \with {additionalPitchPrefix = "add" }
  \chordmode {
    c1:9^7 % Cadd9   root-3-5-9
    c1:9   % C9      root-3-5-7-9
