I've boldly reverted the commit, removing those two regtests from staging
so we don't have build errors.

I suspect it is actually issue 4231 that caused the problem, because
4180 would give an error message that was not seen in Federico' log, and
should not have happened with the (now-removed) time-sig-single-digit.ly
